Motions at NDC 2025

Composite A: Organising to Win and Delivering a Decade of Growth

SUPPORT

This is the key motion that will be debated at Conference this week and will be first on the Order of Business. We have achieved a great deal in the last four years, and moving to an Organising culture has been central to this. We’ve been so successful the right and McAnea have even tried to claim credit for an approach they barely understand.

We need speakers to come in and take about the progress made, the growth achieved, and victories won. We also need to be making the point that there can be no turning back to servicing

Motion 34: Campaigning for a Bailout for Public Services (& 34.1)

SUPPORT

Despite the (limited) announcements by Reeves on Wednesday of (mainly) capital spending the response from Labour to 15 years of attacks on the public sector has been muted at best. This is a strong motion and amendment, which provides the basis for UNISON to hold Labour to account. Some including our current General Secretary may be reluctant to hold Labour to account, but this establishes our policy.

Composite G: Migrant Workers

SUPPORT

Time For Real Change supporters have led the work in this area, which has been based fully on an organising approach. As aa result Migrant Workers have been joining UNISON in great numbers.

The bureaucracy has expelled Vice President Julia Mwaluke from the NEC, without hearing or appeal. Julia is a Migrant Care Worker, low paid on a zero-hours contract. Showing no understanding of the precarious employment position of Migrant Workers, they have applied a particularly harsh, unjust, and in our view incorrect interpretation of what constitutes low paid. Their hypocrisy can be highlighted.

Rule Amendment 1: Rule C Ceasing to be a Member

OPPOSE

This seeks to allow for long term suspension of activists facing allegations of harassment, sexual harassment, physical or sexual assault, which is currently allowed only for financial irregularities.

This seems a laudable change; however, the Development & Organising (D&O) committee opposed this rule change, with opposition from all sides of the union. The problem in around how some of the aspects such as harassment are defined. The D&O committee had already decided to undertake detailed work, to define this more clearly with a view to bringing an amendment to a future conference.

We call for opposition, to allow that work to be concluded.

Rule Amendment 4: Rule Q Definitions

SUPPORT

This is a positive rule amendment that will make it easier for low-paid women to stand for election within UNISON. Motion 64: Unite for More Rights

SUPPORT

This motion seeks to re-iterate and build upon the excellent policies UNISON have on trans rights.

Following the anti-trans Supreme Court judgement, sadly there are those in UNISON including the General Secretary who rather than defend our policies, and the rights of our trans members, have sought to adopt a cautious approach, muting our policies.

We need to be bold and proud in supporting Trans Rights.

Motion 12: All We Ask is to be Treated with Dignity and Respect

SUPPORT

For the second year running Leicestershire Police Branch have brought a motion on dignity and respect at Conference, and for the second year running Standing Orders Committee have placed in high on the list of priorities.

This motion can be seen as a political attempt to criticise the TFRC NEC and Presidential Team and to bait those who want change in our union. They will not succeed.

However, the motion only asks for Conference to agree that all members are treated with dignity and respect.  We of course agree with that, for all members.

Therefore, despite the motivations behind this motion, we recommend support.

Motion 40: Respecting Our Police Staff Members

SUPPORT and AMEND (40.1)

We support this motion, but in doing so, we recognise the difference between police staff (our members) and the Police Force as an institution. We know many of our members have experienced the racism and misogyny that has been institutionalised with Police forces across the country, including and especially London.

We are asking that any delegates that may speak on this motion or referring to the police in any other motion, you differentiate between the Police as an institution or Police Officer, and police staff.
